RIYADH, SAUDI ARABIA — The International Telecommunication Union (ITU) has issued the “Riyadh Outcome Statement” following the conclusion of the Global Symposium for Regulators (GSR25), hosted by the Communications, Space & Technology Commission (CST). The event, held from August 31 to September 3, 2025, brought together over 6,500 national and international participants, including ministers, regulatory heads, policy makers, private sector leaders, and ICT stakeholders.

The Riyadh Outcome Statement builds upon the GSR25 Best Practice Guidelines, emphasizing:
  • Making innovation a core regulatory practice
  • Adapting institutional capacities
  • Leveraging technology for regulatory excellence
  • Strengthening cross-border cooperation
  • Championing collaborative governance

Side events included the launch of the 10th edition of Media Oasis in collaboration with the Ministry of Media, the SYNC Wellbeing Summit, TEDxRiyadh, and multiple pavilions showcasing cutting-edge innovations and RegTech solutions from leading local and global communications, space, and technology companies.
