As Digital India moves from vision to reality, the conference reinforced that governance reform must begin and end with the citizen, powered by technology, transparency, and trust.

India’s digital transformation narrative took a powerful turn as Union Minister Dr. Jitendra Singh underscored the role of citizen-first reforms in redefining governance at the Southern Regional Conference of the Indian Institute of Public Administration (IIPA), held at Pondicherry University.

Addressing a gathering of over 350 delegates—including senior bureaucrats, academics, and industry professionals—the Minister declared that India is moving from “minimum government, maximum governance” to a digitally-empowered, citizen-first administration.

He spotlighted the success of initiatives like DigiLocker, Direct Benefit Transfer (DBT), and the JAM Trinity, which have streamlined service delivery, bolstered transparency, and brought dignity to remote communities. He emphasized that digital reform is not just about deploying technology but about “ensuring ease of living and dignity for every Indian.”

Marking a new chapter in public sector learning, the Minister inaugurated a Governance Cell at Pondicherry University to drive research and awareness on administrative reform and digital governance among students and young professionals.

Dr. Singh also lauded flagship social welfare initiatives such as Ayushman Bharat and PM Awas Yojana, praising their impact on expanding access to healthcare and housing. He also cited the “One Nation, One Subscription” programme as a landmark step in making academic resources universally accessible.

The Minister’s remarks were part of a broader reflection on India’s rising global standing in innovation, patent filings, and startup ecosystems, stating that the country is firmly on track to become the world’s third-largest economy by 2027.

During the event, Dr. Singh released the book “Digital Governance in India – Transforming Public Service Delivery” by Dr. T. Gopinath and honored retired IAS officer Vallavan for his distinguished service.

The academic significance of the event was underlined by the presentation of over 80 research papers, with participation from IIPA branches across Tamil Nadu, Kerala, Karnataka, Andhra Pradesh, and Puducherry.
