India and Italy have decided to elevate their bilateral ties to the level of a “special strategic partnership” following discussions held in Rome between Prime Minister Narendra Modi and Italian Prime Minister Giorgia Meloni. The move marks a significant step in strengthening relations between the two countries across sectors such as trade, investment, emerging technologies, energy, and connectivity projects.
The decision came during PM Modi’s visit to Italy, which marked the final leg of his five-nation diplomatic tour. The tour largely focused on strengthening economic partnerships and improving supply chain cooperation amid growing global geopolitical uncertainties.
Both leaders also reviewed the progress achieved since the signing of the Joint Strategic Action Plan 2025–2029.
Trade and Investment Take Centre Stage
Economic cooperation remained one of the central themes of the discussions between the two sides.
Trade between India and Italy has steadily expanded over the last few years and reached approximately €14.25 billion in 2025, reflecting growing economic engagement between Asia’s third-largest economy and one of Europe’s major industrial nations.
India’s exports to Italy stood at €8.55 billion, while Italian exports to India totalled €5.70 billion, representing annual growth of more than 9% over 2024 levels.
The two countries have now set a target of increasing annual bilateral trade to €20 billion by 2029.
Italy is currently India’s fourth-largest trading partner within the European Union, while India has become an increasingly important export destination for Italy as part of its global trade diversification strategy.
Both sides highlighted opportunities for cooperation in sectors such as:
Technology and Innovation Partnerships Expand
Beyond trade, technology and innovation are emerging as major pillars of the bilateral relationship.
During his discussions with Italian President Sergio Mattarella, PM Modi explored opportunities for cooperation in advanced sectors including:
Technology cooperation reflects a broader global trend in which countries are attempting to reduce supply chain dependencies while strengthening industrial partnerships.
India’s digital transformation and manufacturing capabilities complement Italy’s strengths in industrial engineering and research-driven industries.
Analysts believe the partnership could support India’s broader initiatives such as the “Make in India” programme and digital infrastructure expansion.
IMEC Corridor Gains Strategic Importance
Another major focus of the discussions was the India-Middle East-Europe Economic Corridor (IMEC).
For India, the IMEC initiative represents an important connectivity and trade project linking South Asia, the Middle East, and Europe.
According to PM Modi, discussions with Italy also emphasised the need for cooperation in developing this strategic corridor.
The IMEC initiative was first announced during the 2023 G20 Summit 2023 and aims to improve trade connectivity through rail, maritime, and energy networks connecting India and Europe through Gulf nations.
Amid rising geopolitical uncertainty and disruptions affecting traditional shipping routes in West Asia, IMEC is increasingly being viewed as an alternative trade corridor capable of improving logistical efficiency and reducing transportation costs.
Italy’s geographical importance as a gateway into Europe further strengthens its role within the project.
Political and Cultural Relations Continue to Deepen
The growing political rapport between PM Modi and PM Meloni has also attracted considerable diplomatic attention, particularly following their meetings during the G20 Summit hosted by India in 2023.
These engagements have contributed to stronger political coordination between the two governments on issues related to economic cooperation and reforms in global governance.
People-to-people ties also remain an important aspect of the relationship.
More than 186,000 Indians currently reside in Italy, representing one of the largest Indian communities within the European Union.
Additionally, over 5,100 Indian students are pursuing higher education in Italian institutions.
Both leaders also discussed enhancing cooperation in tourism, education, and cultural exchanges.
Strategic Partnership in a Changing Geopolitical Environment
The upgraded strategic partnership comes at a time when both countries are adapting to a rapidly evolving global environment.
While Europe is increasingly seeking stronger ties with Indo-Pacific nations, India is also looking to deepen relations with European countries in order to diversify trade partnerships and gain greater access to advanced technologies.
Analysts believe the India-Italy partnership could gain greater strategic significance amid ongoing global efforts to strengthen resilient supply chains and improve resource security.
The elevation of India-Italy relations to a “special strategic partnership” reflects the growing alignment between the two countries on trade, technology, connectivity, and broader economic priorities.
With expanding cooperation in areas such as artificial intelligence, critical minerals, infrastructure, and industrial collaboration, the partnership is evolving beyond traditional diplomacy into a more comprehensive strategic and economic relationship.
As discussions around the IMEC corridor and future trade expansion continue, both sides appear committed to strengthening long-term cooperation across multiple sectors.
