Uzbekistan’s Tech Landscape: A Rising Outsourcing Hub

Uzbekistan is emerging as a formidable player in the global IT outsourcing market, driven by a robust digital ecosystem and strategic government initiatives. With ICT exports surpassing $900 million and a talent pool of 21 million multilingual professionals, the nation is making significant strides in becoming a new tech hub.

A Strategic Approach to Growth

Uzbekistan’s transformation into a global outsourcing destination is a result of deliberate efforts to cultivate a thriving digital economy. The country’s government has implemented initiatives like the “Enterprise Uzbekistan” International Center for Digital Technologies, the Zero Risk program, and Softlanding, which offer international companies attractive conditions to set up and grow in the region.

One of Uzbekistan’s core strengths lies in its education system. Over 80 universities focus on IT disciplines, contributing approximately 125,000 well-trained graduates to the job market each year. These professionals are not only proficient in programming and software development but also boast multilingual capabilities, with English, German, Korean, and other languages widely spoken.

“Uzbekistan is on its way to becoming a hub for IT outsourcing services. The talent pool is highly competitive, young professionals are eager to work, and the government has created favorable conditions for foreign companies,” said Joanna Golas, Chairperson of the French Chamber of Trade and Industry in Uzbekistan.

A Competitive Advantage

Strategically positioned between Europe and Asia, Uzbekistan offers a cost-effective, stable environment for businesses. Government policies, such as tax incentives, streamlined business registration, and the IT Visa and Softlanding programs, significantly reduce barriers for foreign investors. The President’s strong commitment to digital transformation further enhances the ecosystem for tech firms, startups, and multinational corporations.

Sherzod Shermatov, Minister of Digital Technologies of Uzbekistan, highlighted the country’s rapid growth: “In 2017, fewer than ten IT companies operated in Uzbekistan. Today, we’ve transformed into a thriving IT hub, realizing our President’s vision of becoming a leader in the digital economy.”

Global Interest and Investment

At the Offshore Outsourcing Conference 2025, over 280 executives from 250 companies gathered to explore Uzbekistan’s potential. Following the event, more than ten companies expressed interest in setting up operations, with Germany’s Midas Group and Romania’s TRON Enterprise Solution already applying to open offices. These investments are expected to generate at least 1,000 new jobs and increase exports by $10 million.

Major international firms like EPAM Systems, Dyninno Group, and Lavoro Tech are already harnessing Uzbekistan’s talent. EPAM, which started with five JAVA specialists, now employs 600 developers locally. Lavoro Tech’s Managing Director, Sergio Basto, emphasized Uzbekistan’s ability to attract, retain, and nurture talent, aligning with global standards.

Startups Driving Innovation

Uzbekistan’s startup scene is also gaining traction. The FOM Group is revolutionizing the pharmaceutical industry with a platform connecting 7,000 pharmacies to over three million customers. Hupo, an AI-powered leadership coaching platform, is scaling across Asia with support from Meta and other investors. Serial entrepreneurs are building companies with global impact, further showcasing Uzbekistan’s potential.

Initiatives like Zero Risk, IT-Visa, Softlanding, and Enterprise Uzbekistan provide international companies with incentives such as tax breaks, free office space, and streamlined business processes. This comprehensive support framework ensures that businesses can thrive in Uzbekistan’s growing digital economy.

With its blend of cost-efficiency, skilled workforce, and robust government support, Uzbekistan is positioning itself as a competitive alternative to traditional outsourcing hubs, offering unique opportunities for global businesses looking to scale efficiently.
