RIYADH, SAUDI ARABIA — The International Telecommunication Union (ITU) has issued the “Riyadh Outcome Statement” following the conclusion of the Global Symposium for Regulators (GSR25), hosted by the Communications, Space & Technology Commission (CST). The event, held from August 31 to September 3, 2025, brought together over 6,500 national and international participants, including ministers, regulatory heads, policy makers, private sector leaders, and ICT stakeholders.
The symposium featured the Heads of Regulators Executive Roundtable, Industry Advisory Group on Development Issues (IAGDI-CRO) meetings, and the Digital Regulation Network session, alongside preparatory meetings for the ITU Plenipotentiary Conference (PP-26), the Network of Women (NoW) session, and high-level satellite integration discussions.
Side events included the launch of the 10th edition of Media Oasis in collaboration with the Ministry of Media, the SYNC Wellbeing Summit, TEDxRiyadh, and multiple pavilions showcasing cutting-edge innovations and RegTech solutions from leading local and global communications, space, and technology companies.
Panel discussions explored internet sustainability, strategic foresight, quantum technologies, AI governance, digital diplomacy, and the future of gaming and esports. Experts also debated 5GXtreme solutions for 6G readiness, commercial uses of radio spectrum, flexible regulation via sandboxes, and infrastructure policy for the digital economy.
Saudi Arabia’s hosting of GSR25 underscores its leadership in digital transformation and global regulatory innovation. The Kingdom continues to champion Sustainable Development Goals (SDGs), drive global connectivity solutions, and advance forward-looking digital regulations, positioning itself as a hub for inclusive and equitable technological growth.
